Add in CI

We want this repo to have a CI flow. The CI should be executed when a new branch is pushed or a push to master occurs.

Don't forget to add the relevant buttons to the README.

Open source friendly, I’m not opinionated as long as it runs builds against multiple elixir / erlang versions. I use travis for chroxy: https://github.com/holsee/chroxy/blob/master/.travis.yml
