Should oversized tooltips clamp differently?

Currently if a tooltip is too wide for the window, its horizontal center will be aligned with the horizontal center of the window. The same behavior applies to the vertical axis.

Maybe it would be preferable to align the left side of the tooltip with the left side of the window, and the top of the tooltip with the top of the window instead? Either way the tooltip will overflow beyond the bounds of the window, but this way at least tries to make sure the "beginning" of the tooltip is visible, which may be less confusing than showing the middle out of context.
