Economy Implementation

Allow server administrators to charge players for various actions within InfinitePlots.

Possibly actions:

• Charge a player to claim a plot
• Refund the player a percentage of the claim cost, upon the player unclaiming the plot

If anyone has any ideas for how Economy should fit into InfinitePlots, feel free to comment and discuss here.

Economy never really interested me so I say make every chargeable and configurable. Plot flags are the only other thing I can reasonably thing anyone would want.
