Permissions based limit on plot claiming?

Could the permissions-based limit be re-implemented (similar to the one present in InfiniteClaims)?

Desperately needed.. people can claim all the plots if they feel like it.

Alternative idea, how about an option to prevent people claiming more plots if they have ones which are not built in yet ?

Players get more rank, they get more plots.. bonus plots for rank.. locking plots that saves them and gives the plot claim back to the player... on and on and on. Permissions takes care of most of this until it can store its own claim count info and whatnot

Seems legit.

Perhaps commands should be added to allow admins to give players a new plot if they're convinced that their previous plot is filled with enough awesomeness. Also commands to claim a plot for another player would be nice.
