Description
There is some concept in tilemaps called "offset grid" or "staggered tile pattern" or "dual grid system" that allows you to have far fewer tiles in your tileset while still creating interesting maps.
Here are a few videos explaining it:
Draw fewer tiles - by using a Dual-Grid system!

Programming Terrain Generation for my Farming Game
This seems like a perfect job for a something like an Auto-tiling layer that has this as a sub-type. Then the rules would be slightly different as well since the rules operate on one grid and the visual tiles operate on the other grid.
Definitely a complicated thing, but it seems like it would help a lot in making tiles easier to work with.
