Feature Request: Periodic WoT Refresh
Summary
Add a mechanism to periodically refresh the Web of Trust (WoT) to include new keys that become reachable over time.
Currently, the WoT is only built once during startup or manual execution, which means new trust relationships (for example, when I follow new users or my followers follow new users) are not reflected until a manual rebuild occurs.
Motivation
As the social graph evolves, new links of trust are created.
Without a periodic refresh, these updates remain unseen, and some legitimate peers may become unreachable due to outdated trust data.
A regular rebuild ensures that the WoT accurately reflects the current state of the network and maintains proper connectivity.
Desired Behavior
Introduce a configurable parameter (for example, wot.refreshInterval) that defines how often the WoT should be refreshed automatically.

- Keeps the WoT up to date as new connections are formed.
- Ensures newly trusted peers can communicate without requiring a restart.
- Improves reliability and completeness of trust propagation across the network.
