Add public service body contact information

Not the URL of the service body, but the contact info for the meeting list servant. This would solve the problem of meeting lists that read from aggregator but want to use workflow, ie, it could be the URL of the Workflow. For regions that don't use workflow, this could be the mailto: of the meeting list servant or the URL. There is currently contact info for the service body that could be make public through a setting in the configuration, but I think this is thought to be a private field, so I wouldn't want to make the exisiting field public
