Header only prints if meetings appear.

I would like to have the Header appear on all pages. My second page is "Custom Content & Front Page" right now. I have 2 versions and having a Header that says "In-Person Only" right above the "Phone Numbers" area on a Tri-Fold is nice so you can easily identify it from a "Virtual Only list"
Currently the Header Only Prints if at least 1 Meeting flows over to 4th fold of a double sided Tri-Fold Letter size.
