Contributor Idea:Notice Banner

During a Qview debugging session I found out I hadn't started redis. That was a annoying error on my part. But, that made me think that a good first or second contribution to QView could be a notification banner or two.

The idea is that there would be a notification banner that popped up at the top of the first page for two reasons.

1. If a 'marketing' person decides there's something that needs to be announced to the entire QView user base. Examples: A major quiz like Q2024 or a new feature.

2. If a major outage or application health issue happened. The idea here is that somehow once ever five minutes or so a healthcheck is done and if that healthcheck fails a banner is displayed that says something like the followng.

   Notice: We are having technological issues at this time.
   Issue: A component (Redis) is not functioning properly.
   Impact: Team and Individual Standings may not be available or correct.
