`container inspect` kargs can be wrong for UKI

Right now container inspect renders the kargs as exist in kargs.d. However if we run container inspect from within a UKI container, it could be the case that the kargs inside of the UKI are completely different than what is in kargs.d. This isn't exactly recommended practice... but it's possible to have anything in there.

So in the UKI case container inspect should probably check both the kargs.d kargs as well as introspect the actual UKI, and either report both or report the delta or something of that nature. Otherwise it's highly misleading to just show the kargs.d version when that may be completely ignored.

Actually hmm I think what we should do is delete the /usr/lib/kargs.d when we generate the UKI. That would avoid confusion.

I think a good way to do that would be to have a bootc container install-uki verb that we run in the final stage? This could use some evaluation.
