`pointerEvents` prop does nothing on Android

The pointerEvents prop on MaskedView has no effect on Android. Works fine on iOS.

This issue has been reported before, however the PR that closed it as completed has since been reverted.

Seems there is another PR that could fix the issue, however it has been stale for close to a year 😢 .
