Add ability to easily modify Symfony console time

In many cases, we'll want to pipe process output to a log file. It would help if the Symfony Console logger was able to specify time format:

• Time Elapsed (walltime) - appropriate if writing to terminal
• Full Datetime - appropriate if redirecting to logfile
