Add Governance Docs

Instead of creating a separate repository for Governance documents, it makes more sense to keep governance conversations here. This would:

• Keep all conversations related to how the community is organized centralized;
• Minimize the amount of non-coding repositories people have to watch or be aware of;
• Not complicate the process too much early on.

A good example of how this has worked for others can be seen here and here.

I can't think of a downside. Can you?

If this sounds good, let's figure out what needs to be discussed regarding governance at this stage, and then put that into a governance.md document in this repository.

This would include EIP discussions, for the time being, as well.

I think both are good examples, we can have a section per committee as per the "catalyst council" as outlined in the intro paper
