Use star count to (semi?)-automatically derive Sky Condition Code

Initially this could be done just for frames that are used for astrometric solutions, and applied to the entire session, or alternatively, provide the option to evaluate every image.

I assume that the metric of "star count" would have to be empirically determined by the user, perhaps with a config lookup-table.
