Upgrade `@rollup/plugin-utils` to 5.3.0

In the previous issue #702 we upgraded rollup but pnpm did not automatically upgrade a transitive dependency `@rollup/plugin-utils` so it complains about an invalid peer dependency (since 5.0.4 of that package did not support rollup 4).  We should update plugin-utils to the latest 5.3.0 to resolve this.  No impact on plugin-check behavior.
