Update minimum SPM platform versions #1
Description
Xcode 12 and 13 support iOS 9 as a minimum OS version for the OAuth2 fork. This SPM should update the platform support to iOS .v9.
The change needs to happen in your other project but it doesn't allow for submitting issues.
