AWS tag-based tear down

This would replicate Terraform a little, it should be possible to delete all infrastructure with a given tag. Because each Ansible module handles tag filtering a little differently, we'd have to decide what resources to support. We could potentially make use of AWS Resource Manager too, or at least provide a means to see what's left if Ansible can't tear down everything.
