[MU2024] : Build CI/CD script to access code documented to know how well or poor it is


As a PO

I want to a know anytime how well code is documented in the project

So that we could improve it and full-fill following criterias :
       Documentation is next to code
       Documentation is published in Compas Open SCD website
       A script is enabled to build HTML from Jsdoc, Java doc, Tsdoc ..
