Create new Hugo theme

The entire theme needs to be redone because:

1. It sucks.
2. The current theme was designed in 2017 before plugins and other ideas came about. We need a more flexible theme.
3. Hugo introduced SASS support a few releases ago. This makes theming SO much easier and we want to use it.
