Unable to transfer to Arbitrum Testnet V3 from Kovan Testnet

When I try to tranfer from Kovan to Arbitrum I keep getting this alert:

"Alert
The transfer could not complete, likely because of a communication issue. Funds are preserved in the state channel. Refreshing usually works in this scenario."

I have tried refereshing 10 times and it doesn't work, I'm using Metamask on Brave. All other transfers work, except I haven't tried Arbitrum to Kovan.
