Scaling Difficulty more Scaling?

Kinda Crazy that Madness is just 1.5x MS and 80% Kb res.
What if the other difficulties also got those in reduced amount?

Normal: No MS%, No KB res
Inter: 1.15xMS, 50% KB res
Hard: 1.30xMS, 66% KB res
Madness: Remains as Is

Additionally can Madness get just a liiitle bit more HP&Damage Scaling?
