Yes, it is a bug, and it includes other cases too. I am working on a full fix. Thank you!

a similar thing is happening to me. That's when I move the focus away from a fullscreen window with keybinds, then use mouse to focus the fullscreen window back (i use focus_follows_mouse no in config), the window doesn't return to fullscreen

Mouse focusing is one of the other cases I mentioned
