Rcon Support

Ideally for simple commands you can automatically create a rcon command with no additional implementation.

Some issues to consider:

• Context will be biggest difference
• RCon issuer is not a player, has no location, and AFAIK is not identifiable: effectively acting as root always
• I believe RCon response is limited to command -> answer, current CommandContext allows for arbitrary immediate writing
