Please describe the feature:
It would be nice to have a private channel for prisoners. A private locked channel that only prisoners can see and interact with. If someone has been muzzled 5 times within a 24 hour period they should be sent to #jail for 10 minutes. Along with all their messages posted in other channels during the time frame.

Describe the solution you'd like
If you are in jail, other users may (/postbail @user) in order to post bail and commute your sentence. How much it is commuted should be based on how many other users posted bail. If up to 5 users post bail, the sentence should be commuted by one minute for each user. This will insure a minimum of a 5 minute jail stay.

Describe alternatives you've considered

MaxSec: Other proposals are a 24 hour jail period, If you're jailed 5x a day, then you go to prison for 24 hours.

A buddy system to ensure the channel is actually typed in.
Given the low pop of the channel it will not likely become a "message board" as envisioned. It would be cool, but we don't have persistent comments.

Additional context
It would be in our best interest to keep a persons jailing as secretive as possible, so that they might feel like they are being ostracized by the other users. They should only become aware after seeing the #jail channel pop up on the sidebar (browser) or in the dropdown for mobile.
