clarify the status of sidechain block headers

We discussed side:block vs side:block-header.

But I cannot recall the ultimate outcome of that discussion? One would think that sidechain's might need blockheaders. But now we've slowly deleted so many things that it seems that, under BMM, the mainchain's headers are the sidechain header.
