Cygwin implementation

Although not as popular as a virtual machine these days, it shouldn't be too bad to make a metapackage for cygwin implementations.  Though I don't recall if `tmux` works at all with cygwin.  If not, cancel this issue.

At some point, do I want something like Puppet for handling these tasks?
