Trigger impact analysis dialog upon SysML semantic delete

Currently the impact analysis dialog is only shown when updating a library version.

We want to also show it when deleting a SysML semantic element.
Note that deleting a SysML semantic element can be done through various means: Explorer view, representations, etc.
But also indirectly, for instance by deleting its containing Resource/Document from the project.
