Add ability to filter transactions in/before specific block

Internally we often refer to groups of transactions by page number, but this isn't reliable long-term as transactions are naturally pushed back as new transactions are introduced.

A more reliable way to address transactions en masse would be to add a filter by block hash/height. This could be for transactions in a specific block ?inBlock=abcd or before a specific block ?beforeBlock=abcd
