P3899 Reword "`infinity() + 1` may have undefined behavior"

It's a bit confusing what the "may" is conditioned on.

A BSI suggestion was
> If we subscribe to the interpretation that infinity is not in the range of representable values then infinity() + 1 has undefined behavior.
