[Change Proposal] Add new "sample" category #1003
Description
Add a new category to label sample packages, that are only intended for illustrative purpouses. Some examples are content packages with sample data, or packages showing how some functionality work, like the package for agentless in (elastic/integrations#15729).
This category could be leveraged by Fleet to filter these packages or display some badge if they contain it.
