[Feature] Implement Engine Adaptation Modes (Learning, Stable, Manual)

Implement the ability to switch the DCC between different operational modes. Learning mode will be fully dynamic, Stable mode will use cached heuristics for predictable performance, and Manual mode will disable the SAA to allow developers to force specific strategies for debugging.
