Figure functionality lacking

Need a tool to change figure behavior in a draft version versus the final version. Ideally figures would be centered and with plenty of space for the draft version and be closely wrapped in the final version.

I think this can be addressed by defining a custom \figure environment for this style file that over writes the standard graphicx \figure.

In the draft case, it would take the input and just pipe it through to graphicx's \figure environment with some additional options like you describe (e.g., \centering, \linesep{}, etc.).

In the final case it would pipe to the \wrapfigure environment from wrapfigure and specify some additional options to determine the location (by wrapfigure's methods). These options could be defined by the user and passed to the custom \figure class; they just wouldn't be used in the draft case.

It turns out that figures don't wrap in floatflt like I thought they did. As it is now, figures get booted if they're too close together or too close to a section or blah blah blah.

This needs to be fixed before this release is stable.
