Replace / merge tags feature doesn't assign chosen replacement

If I select a tag for deletion, the modal window pops up:

"What do you want to do with this tag?

3 uses"

If I select another tag, the CMS deletes the tag but does not assign any new relationships to those 3 entries.

I have tried this with a number of tags, so it isn't just a 'one off'.

Expected behaviour is that it would assign the chosen tag to those entries.
