Update survey langugae

Survey content: Most of the phrasing seemed fine, but the first prompt on the first survey seemed a little complicated.
* Maybe we could change "reduce the cost that grain farmers pay for fertilizer" to "reduce the cost of fertilizer for grain farmers"?
* Setting a low sales tax on grain - CHANGE TO: Setting a low sales tax
