Standardize FCLI action option usage in command invocations

Inconsistency has been observed in how options are passed to independent FCLI actions from the SSC/FoD CI actions. The run.fcli instructions require enclosing the full argument in quotes. All other command invocations should be updated to use the "--option=value" format for consistency.
