Push notification when new album is created

The photographers want the atendees of an event to recieve a notification when the album from that event is uploaded.

Less technical solution that gets the same result : push notifications for news and then they post a news when it's all uploaded.

This is a part of the already existing old issue #973, which I worked on some time ago. From what I remember I was basically finished with the features of that issue. You can find my branch here. Perhaps some of my code could be of use.
