Error [ERR_SOCKER_DGRAM_NOT_RUNNING] Not running

Im using TFTP Server Steps Im doing

1. Starting the server (passing it an IP address)
2. Receiving a file
3. Closing the server with close() method
4. Starting the server again with listen()

When starting the server again for the 2nd time I`m getting the mentioned error
