Implement correlated uncertainties for EDF #10953
Description
That would reduce the size of the model by 100 times (and also the reading time). It would also open the way to strong optimizations (the ones BCHydro needs). This is not urgent for the moment. The model can be found on cole in /home/michele/drouet.
