Integrated ID system for DNR and adblocker #5241
Description
By having an integrated ID system for DNR and adblocker, we can properly create a diff which will lead to the efficient filter updating and more. We will also be able to track filter updates per client which will help us to reproduce the exact client configuration. This could be integrated with #5238 as well.
