Investigate ways to test correctness PCI attributes discovery e2e (like standard PCI root attribute)

Our tests are currently able to exercise the Network Interface related attributes, but it'd be nice if we can figure out a way to test the PCI attributes as well.

This helps avoid issues like #200

+1, wondering if there's some way to fake a PCI device. Seems unlikely to be straightforward but without it we are flying blind.

We can probably fake out a lot of the sysfs with creating/bind-mounting regular files, we do a little bit of sysfs hacking in kind currently.
