Poppins — incorrect ogonek alignment in eogonek

The ogonek in eogonek of Poppins is misaligned in all weights (the darker weight, the worse) — see image (left: current design, right: a more natural placement).

Previously raised in the original repo: itfoundry/Poppins#49 but foundry seems uninterested in upkeeping the project.

Hi @hyvyys, thanks for your report. Would you consider making a PR to their repo to fix the issue? If they are not interested in fixing this, I don't know in what kind of timeline we will be able to do this, I am afraid in falls pretty low in the huge priority list we are already dealing with.
