OSS Licenses Activity says "This app does not have any open source licenses"

Describe the bug
OSS Licenses Activity does not properly display licenses. As noted in this comment: #296 (comment)

What are you guys doing?
0.10.7 was working good enough.
Now 0.10.8 is completely broken:
It only shows "This app does not have any open source licenses". And it shows that text in the status bar instead of below the action bar.

Pulling it out into a separate issue so it's hopefully addressed.

The problem is that during compilation, the licenses are saved in two files called "third_party_license_metadata" and "third_party_licenses" inside the "raw" folder instead of the "res/raw/" path. This folder is inaccessible, so the library can't find any licenses.
