Fresh command not works until run build command

I follow the same step as mention in document.
But for fresh command not work until I run build command.

Whenever I made changes to file , first need to run build command and then fresh command

Any help for my issue will be appreciated

higher version use go install github.com/pilu/fresh ,is will be in your $GOPATH, then you can run fresh in your app
