Handling times represented as ints or floats #228
Description
We are considering adding "Epoch" variables from the CDAWeb server to its HAPI servers.
These variables are integers relative to an zero time.
NetCDF handles this by saying units are "ms since 1970-01-01", but in HAPI we use units to mean scientific units not "units + additional info". So we'd need another way.
