Mods Don't Effect Sonic Frontiers

When I open HMM it detects Sonic Frontiers just fine, and I'm able to install my mods as well. Everything appears as it should be in the steam folders. However, when I boot up the game for some reason none of the mods take effect. I can play the game just fine, but it's just the base game. No matter what I do I can't get the mods I have downloaded to effect the game. Right now, for testing purposes, I'm just trying to download the Japanese translation mod as that one is very simple to check to see if it works or not, but regardless of whether I downgrade Frontiers, reinstall the mod manager, move files around, run as administrator, or anything I just can't get it to effect the game. I'm not sure what else to try to get it to work.

Go to settings and enable "Enable Debug Console" and a popup should show up when you start Frontiers. Show me what it says around when the game reaches the title screen.

For some reason the debug console isn't showing up? This is the case both when I launch it from Steam and when I launch it through HMM
