Describe the feature
Add a generic component for a Overlay.
This component should:
- create a panel colored like a surface
- allow for setting a background (like a shadow)
- this background can be clickable or not clickable
- should allow for using the floating element utility
Why is this feature needed?
To have a component for any overlaying capabilities with a lot of features.
