Found 0 Vulnerability

facing a weird issue.
whatever image I analyze/report but the html produced has zero vulnerability in closenet environment.
DO I need to do something more to push some rules or I need access to rules to have a successful scan?
When I run same thing in an open environment, it all works fine and gives me a nice HTML report.
