Externally-managed-environment error

i am a highschool student and i am wanting to use samplebox for a school project and i have been following the installation instructions on a Raspberry 4. i have installed the latest Raspberry pi OS 64-bit

When i used the 'pip3 install cython' command i received this error, 'error: externally-managed-environment'.

i would appreciate suggestions of how to resolve this. this is the first time i've used a Raspberry pi
