app `foobar` exist, app `foo` will deploy failure

现象： 会提示 network foo not found

console 创建 network 之前会首先去检查是否已经创建，然后再决定是否创建 network：https://github.com/laincloud/console/blob/master/apis/utils.py#L190

此机制采用 network filter 去过滤，但是并不是精确匹配，会导致 console 认为 foo 的 network 已经存在而忽略 network 的创建
