Steam Workshop Uploading

After building the mod, it will export with a preview image to the Plugins directory in a seperate drive than the one the source is in. All references are corrected for this and i can use the mod as intended in-game. When i go to the Mod Manager it will not show anything about uploading to the workshop.

I'm really sorry, I'm not sure what you're talking about here. Separate drive? Did you perhaps not modify the CWDir variable in the .csproj, or set the environment variable CWDir to where the steam install is? Or, someone had a thought that you might be using BepInEx instead of the builtin modloader? (this repo is specifically for the builtin modloader).
